"Characters who employ spells are assumed to acquire books containing the spells they can use, one book for each level" (pg 34 of Volume I). There's more discussion of this in the linked thread.
Empire of the Petal Throne treats both the Priest and Magic User exactly the same with respects to learning new spells. Actually, I just noticed the EPT uses the spells known == spells per day rule that later showed up in Moldvay.
