I ran a free dungeon published on the internet a few years ago, and went by the XP awards BtB, and the XP awarded to the PCs was pretty low. The 'module' was for 1e, but I was running 0e at the time. I decided to award 100 XP per monster HD to make up for the lack of treasure in the module.
Not every dungeon has to have enough XP to level everyone up a level, along the same designing 'axis' that not all encounters should be level appropriate ("balanced"), but the referee should consider adding a bit more treasure to loot just to keep players interested in continuing exploring the dungeon. Of course, YMMV, and go by your own feel for the players and common sense. ;)
