I look forward to your take on this. I don't really like the idea of running a game for kobolds and orcs, but I do like the emphasis a system like this puts on playing "the other side" smarter. Once you treat them as more than cannon fodder, truly wonderful things can happen. I co-ran a game once where one of us DMs would play monsters while the other would adjudicate fairly how things work out between the players and the monsters in a dungeon. The players ran away numerous times because of the superior tactics those darn orcs were using. The phrase "intelligent orc" sent shivers down our player's spines for years. :-)
Very nice, and something similar to what I'm doing - as some of you might know, BLUEHOLME™ Compleat Rules will allow players to take any race as characters.
